Preliminary Administrative Services Credential

Program of Study


This option prepares school teachers, counselors, librarians, and health services credentialed candidates for leadership positions in elementary, middle, and secondary schools. Candidates develop administrative and leadership knowledge, skills, and dispositions through a progression of courses addressing school culture, supervision of instruction, student achievement, data and assessment, improving schools, personnel practices, educational law, and school finance. Candidate progress is assessed based on demonstrating competency in the California Administrator Performance Expectations (CAPEs), the California Administrator Performance Assessment (CalAPA), and a digital portfolio assignment. Completion of the course of study leads to both the Master’s degree and the credential. Candidates who already have a master’s degree may elect to complete the credential only part of the coursework (24 units). The Preliminary Administrative Services Credential requires a valid CA credential, a minimum of five years full-time teaching experience or equivalent, and the passing of a basic skills examination such as California Basic Educational Skills Test (CBEST).

Admission and pre-professional qualifications are the same as the admissions requirements for the M.A. in Education and the Option 2 for Educational Administration.

Please note: Candidates for the Preliminary Administrative Services Credential must maintain a grade point average of 3.0 and not receive a grade of less than B- in any program course. Students completing the course sequence and meeting these criteria will be recommended to the California Commission on Teacher Credentialing for the Certificate of Eligibility.  Once a candidate has accepted a position as a leader, he or she then applies for the Preliminary Administrative Services Credential. The Certificate of Eligibility does not expire.
