Licensure and Credentialing

Admission into programs leading to licensure and credentialing does not guarantee that students will obtain a license or credential. Licensure and credentialing requirements are set by agencies that are not controlled by or affiliated with the CSU and requirements can change at any time. For example, licensure or credentialing requirements can include evidence of the right to work in the United States (e.g., social security number or tax payer identification number) or successfully passing a criminal background check. Students are responsible for determining whether they can meet licensure or credentialing requirements. The CSU will not refund tuition, fees, or any associated costs, to students who determine subsequent to admission that they cannot meet licensure or credentialing requirements. The California State University has not determined whether its programs meet other states’ educational or professional requirements for licensure and certification. Students enrolled in a California State University program who are planning to pursue licensure or certification in other states are responsible for determining whether they will meet their state’s requirements for licensure or certification. This disclosure is made pursuant to 34 CFR §668.43(a)(5)(v)(C).

Grading Requirements for Credential Programs

All courses in the professional education sequence for each credential program, except clinical practice and some seminar courses, are graded A, B, C, D, F. Clinical practice courses and some seminar courses are graded Credit/No Credit (CR/NC). The minimum acceptable final grade for the courses in the professional education sequence is a C. In addition, candidates must maintain at least a 2.8 GPA in order to be recommended for a preliminary credential. If a student earns below a C in a course or earns a “NC” in clinical practice or a seminar course, that course must be repeated and passed in order for the candidate to be recommended for a preliminary credential.

Other Considerations

Post-baccalaureate candidates may repeat a course in which a grade of lower than a C was earned or in which a “NC” was earned. Courses may be repeated only once.

Academic Notice & Disqualification

  1. Definition: It is the policy of the College of Education, Health & Human Services to place credential candidates on academic or administrative notice when their overall work is less than satisfactory, as reflected in a deficient cumulative grade point average, or other failure to make adequate academic progress. Credential candidates are dismissed from the university through academic or administrative disqualification when the conditions needed to achieve good standing are not met in a timely fashion. Consideration for reinstatement is provided through a petition process.
  2. Authority: College of Education, Health & Human Services; School of Education.
  3. Scope: Credential candidates admitted to Post-Baccalaureate Standing: Classified, with the exception of credential Interns and credential candidates in Residency programs. These standards apply to the Multiple Subject Program, Middle Level Program, Bilingual Authorization Program, Special Education Program, and Single Subject Program.

Academic Notice

  1. If a candidate’s GPA falls below 2.8 GPA, that candidate will be placed on Academic Notice. Candidates can be removed from Academic Notice when their overall GPA reaches 2.8 or higher, either through repeating one or more courses or through completing additional courses that contribute to the overall GPA.
  2. If a candidate earns below a C in any graded course(s), or earns an “NC” in clinical practice or a seminar course, they will be placed on Academic Notice with instructions to repeat the course(s). 
  3. If a candidate does not pass Clinical Practice I, they will be placed on Academic Notice, with instructions to repeat Clinical Practice I before they can enroll in Clinical Practice II. 
  4. If a candidate does not pass Clinical Practice II, they will be placed on Academic Notice, with instructions to repeat Clinical Practice II.
  5. A student can be on Academic Notice for two consecutive semesters only, before they are disqualified from the program or put on Administrative Notice, as per university policy. Disqualification

A candidate in a credential program may be disqualified for any of the following:

  • A Certificate of Clearance is revoked or put on pause.
  • Endangerment of a client, student, patient, or other individuals during clinical practice.
  • Violation of a recognized code of conduct (e.g. CSUSM Student Code of Conduct, the CSUSM Academic Honesty Policy, the NEA Code of Ethics, or California Education Code Section 44932).
  • Dismissal from clinical practice due to performance or conduct that negatively affects the learning environment.
  • Failure to earn a 2.8 GPA overall, and a minimum letter grade of C or better in all professional coursework, after two consecutive semesters of Academic Notice.

TPA Requirement

All California credential candidates must successfully complete a state-approved Teacher Performance Assessment (TPA) in order to be recommended for a preliminary credential. 

Policy on Length of Time to Complete Teacher Credential Program

Due to the dynamic nature of changes in all academic disciplines, the School of Education requires candidates in full-time teacher credential programs to complete their coursework and clinical practice within a three-year time limit, commencing from the beginning of coursework in that program. There is a four-year time limit for candidates in part-time teacher credential programs, commencing at the beginning of coursework in that program. After reaching the time limit, candidates will be terminated from the program and will have to reapply to the program to be reinstated.
